Add a Draft Lottery to the Constitution for 24-25 season

Issue: Concerns about tanking for the 1st overall draft pick.

Propose to implement: Not for the upcoming Entry draft, rule changes should not change the next draft so we propose implementation for the 24-25 Season (September/October 2024 Entry draft).

Remedy: Put teams finishing 19th through 24th in a weighted draft lottery. Having an A/B of each player doubles the odds of getting a specific player so the bottom 6 teams go in the lottery and are reseeded for the 1st round only. Making tanking as a strategy non-viable.

Possible wording for the Constitution:
Draft order in the second and subsequent years will be in reverse order of finish from the previous year. (i.e. first place gets last pick in each round) except seeds 19-24. Teams seeded 19th to 24th will be seeded, for the first round only, based on the result of a weighted lottery. The lottery will be held by video conference after the Stanley Cup.

Weighted odds:
24th = 20%
23rd = 20%
22nd = 15%
21st = 15%
20th = 15%
19th = 15%

• Input team names and the weighted chance to win for each
• Click Generate Order
• Click Show All to see the result

Crusaders vote no.

Our constitution says "It is understood that the owners will submit and dress their most competitive line-up each and every week." I assume that means we won't tank to get a better draft pick.

Marksmen vote no. This league has been around for many years, and I don't remember this ever being an issue.
