Review and update of Constitution

Anyone not named Chris Savard may volunteer to be part of the review process.

I suggest the constitution be reviewed by February 1st, submitted to the league for comments through March 1st and accepted May 1st and then used from that point forward.

A panel of 3-5 people would be best to review and amend the Constitution with the entire league voting on it once updated before May 1st.
