The Wraith proposes the following change to the HHFL Consitution and requires someone to second it before putting it to a vote.
Current rule:
Maximum Roster is 23 players with a Salary Cap of $81,500,000. Cap will be adjusted annually as per the NHL posted Salary Cap information. All salary information to come from CapFriendly.com.
Salaries of players on IR will be deducted from team Cap Total. At no time can your roster exceed 23 players or be less than 18 players.
At no time can your Cap Total exceed the pre-determined salary cap. Only exception shall be during the summer - if an NHL player signing forces the HHFL team over the cap.
Should the signing of an NHL player, force an HHFL team over the pre-determined salary cap during the window between the start of the season and prior to the December 1st RFA deadline, the team will then have one week to make deals to become cap compliant. Teams will also be provided with two "Emergency Drop Picks". These picks cannot be traded but can be used to drop a player to make the roster cap compliant, prior to the end of the one week window mentioned above. Once the week has elapsed, the HHFL team will have 24 hours to utilize their Emergency Drop Pick(s). When each team submits their protected 11 lists, each team shall be cap compliant and remain cap compliant as per the rules listed above.

Any instance where a franchise exceeds the cap from the date of the Protected 11 Lists submission to the date of the Trade Deadline, for whatever reason, the team will then have one week to make deals to become cap compliant. Teams will also be provided with two "Emergency Drop Picks". These picks cannot be traded but can be used to drop a player to make the roster cap compliant. Once the week has elapsed, the HHFL team will have 24 hours to utilize their Emergency Drop Pick(s). The player is unavailable for weekly matches unless the franchise is cap compliant.
From the date of the trade deadline to the end of the season, if a player returning from LTIR would cause the franchise to exceed the cap, that player will remain on LTIR and be unavailable for weekly matches until the team becomes cap compliant. Emergency Drop Pick(s) may be used at any time to become cap compliant and make the player available for weekly matches.
From the end of the season to the date of the Protected 11 Lists submission, the cap does not apply but roster limits of 23 players remains. When each team submits their protected 11 lists, each team shall be cap compliant and remain cap compliant as per the rules listed above.
